I was hoping not to open a can of worms with my post.  We all ready
spent way too much time dealing with what our name should be when we
changed from BrainPy to NIPY.  I think we should just stick with NIPY;
it is good enough for me at least.  And people are all ready familiar
with it.

I was just hoping we could all agree how to capitalize NIPY.  So far
no one has objected to capitalizing every letter and I count at least
one other vote for NIPY.  Unless someone has a strong opinion against
it, I am going to keep capitalizing every letter.  It is pretty much
all ready capitalized everywhere in the code and on all the webpages.
