Also I forgot to mention that the scipy site has a slow connection.  I
routinely get about 100K/s download speeds, while from the spm site
for instance I get 900K/s downloads.  Maybe we could talk to scipy
about what the limiting factor is and maybe we could figure out a way
to help them get a faster connection.
