[Nipy-devel] traits in nipy trunk

I put a (cleaned-up) copy of the traits source code in the nipy trunk, 
kind of like matplotlib has.

I also put a check at build time to see if it should be built and 
installed or not.

I figured this would simplify the build process, at least until there is 
an official release of {\em just} traits that works with numpy.

My idea was that in the core modules the line

    import enthought.traits as traits

would be replaced with

    from neuroimaging import traits

Any objections?
